when running make load on fresh install of selinux it fails with policydb mismatch

Reproducible: Always
Steps to Reproduce:
1.fresh install gentoo selinux stage1
2.make load final step before chroot_relabel
3.

Actual Results:  
fails with policydatabase mistmatch says policydb.17 is mistmatched using my
database 16

You need to fix the POLICYCOMPAT in your policy Makefile so the correct policy version is generated.
