KTp now has the new telepathy-accounts-signon plugin as a runtime dependency, so I think we should add this to the overlay?

I just talked to Martin Klapetek: This package is apparently a crucial component of KDE Telepathy - without it, it will crash. Maybe you can add it to DEPEND, even if the package is still missing, to communicate this to Gentoo users?

proposed ebuild

I wrote a simple ebuild for it. Dependencies are taken from qmake .pro-file. I tested it: with it and libsignon-glib installed, KTp started to recognize my Hangouts account.

I have a similar ebuild already locally.
