- has been unmaintained since 2010
- its reason for addition to tree was for app-portage/profuse, which was treecleaned in 2010
- It is no longer available on cpan:// mirrors ( meaning an official upstream source no longer exists )
- its author and former gentoo developer dams has stipulated its deprecated and should be killed. ( See linked RT )
- Nothing in tree depends on it
- It is one of the annoying MY_PN != PN users that need special casing ( https://metacpan.org/source/KENTNL/Gentoo-Util-VirtualDepend-0.003002/maint/update-dist-to-gentoo.pl#L183 ) 

But mostly, its just dead weight that no new people should be using, and its doubtful that anyone is using it.
