This ebuild is blocking upower to be installed in the same time by defining wrong/old dependency like:
|| ( sys-power/upower-pm-utils >=sys-power/upower-0.9.23 )

defining it as:
|| ( sys-power/upower-pm-utils >=sys-power/upower-0.99.3 )

solved issue

as soon as >=sys-power/upower-0.9.23  is not in the tree anymore...
