As user root I start k3b from a terminal.
I make a new audio cd project and fill in m4a files.
Burn the audio cd project on a CDR disc.
I get scrambled audio. I read during tracking down whats the issue that maybe the audio is not set to 22khz before burning down to the disc. I assume that this is here the case!

When I burn a audio cd project as user root wiht mp3, generated from those m4a files, on the same type and age of CDR, the audio cd is playable and useable in my car.

as k3b is jsut a gui for the Console line commands there must happen an error during converting m4a to the audio tracks which are burnt.

Sounds as an upstream issue. You should report it there. As a side note i am wondering why you are running a user program as root.
