/etc/init.d/ntpd won't restart

Reproducible: Always
Steps to Reproduce:
1. start ntpd (during boot)
2. restart ntpd (/etc/init.d/ntpd restart)
Actual Results:  
/etc/init.d/ntpd restart 
 * Stopping ntpd...                                                                             [ ok ] 
 * Starting ntpd... 
 * Failed to start ntpd 

Expected Results:  
ntpd should have just restarted. 

No info. in /var/log/ntpd.log (except that ntpd failed to start) 
No info. in /var/log/syslog (except that ntpd failed to start)

you neglected to provide `emerge info`

also, i dont know what version of ntpd you're using

what does `ps aux` show when you `/etc/init.d/ntpd stop` ?

can you post your /etc/ntp.conf ?
