(app-crypt/gnupg-2.1.4:0/0::gentoo, ebuild scheduled for merge) conflicts with
    =app-crypt/gnupg-2.0* required by (x11-libs/libcryptui-3.12.2:0/0::gentoo, installed)
    ^                ^^^^
    <app-crypt/gnupg-2.1 required by (app-crypt/seahorse-3.16.0:0/0::gentoo, installed)

beceuse of libcryptui depend gnupg-2.0* so I can't upgrade to 2.1.*, but seahorse need at lest 2.1.

You misunderstood the error message.

Current versions of libcryptui and seahorse are incompatible with gnupg-2.1

The error is saying that *something else* (not seahorse, not libcryptui) is pulling in gnupg-2.1, so portage doesn't know what to do. For example, you have gnupg in your @world set, or you have another package that requires >=gnupg-2.1, or you explicitly are trying to install gnupg-2.1 on the command line.

A possible temporary workaround is to mask gnupg-2.1 on your system, until the incompatibility is resolved.
