When I was installing Gentoo I was following the documentation and ran both emerge sync and emerge-webrsync because they are listed in the same code listing (Code Listing 4). This makes it appear that both commands are necessary to the install process. 

Reproducible: Always
Steps to Reproduce:
1. Follow install docs.
2. Reach "Optional: Updating Portage".
3. Following the convention in earlier sections of the document run "emerge sync" followed by "emerge-webrsync".
Actual Results:  
Emerge was synced twice.

Expected Results:  
It only needs to be synced once. The emerge-webrsync should be given as a alternative to emerge sync 
if emerge sync fails.
