A quick look at the ebuild makes it appear that minitest is only needed for tests (makes sense) however it is an unconditional dep.

activesupport-4.0.13 and activesupport-4.1.10 both have a version of dev-ruby/minitest in their RDEPEND, so this should already work.

These versions have been removed some time ago.
