With upstream commit ee5ecb8a299 (http://openocd.zylin.com/#/c/2769/) texinfo >= 5.* is required. There is no problem when texinfo is _not_ installed. But when it is installed, is must be at least 5.*.
Release 0.9.0 is unaffected because openocd.info is already shipped.

Reproducible: Always

Steps to Reproduce:
1. Install sys-apps/texinfo-4.13-r2 (current stable in amd64)
2. Try to install dev-embedded/openocd-9999
