ebuild fails to build because of missing dependency to f77 compiler if not installed on system

emerge scilab leaves with:
   * No fortran compiler found on the system!
   * Please add f77 to your USE flags and reemerge gcc!

repoman with output from emerge --info

heh.  should be "reopen with..."

USE="... f77 ..."

and emerge -u gcc solves the problem
