The symptom was not resolved by the instructions per solar...

rm -rf /var/tmp/portage/gcc* /root/.ccache ~/.ccache
emerge rsync
emerge gcc

Reproducible: Always

Actual Results:  
see bug 54903, which should be re-opened.
