Would this be better done by the gnome USE flag to the vanilla Xchat ebuild?

Yes, it would. However, I don't think this should be added yet, this is really experimental. Very many essential features don't work yet, and I can't even exit the program without a CTRL-C.

xchat-gnome seems to be quite useful now, I added it as net-irc/xchat-gnome

I had been working on this for a while (when 0.3 was released), bug didn't feel
it was mature for the public.

At least the dodoc should be changed in the portage version.

I'd have to agree that it's still pretty hmm 'alpha', but it's your choice.
