emerging libcdio-0.64 fails because it is not available on any mirrors anymore, thus blocking emerge of vcdimager-0.7.19

mirrors in the ebuild are either dead, do not host libcdio or host only >=libcdio-0.65

ftp.gnu.org is the only mirror I found that still has libcdio-0.64, but permissions are 600 and owner is _not_ the ftp daemon's user, therefore it denies acces

1. emerge libcdio
Actual Results:  
failed to download file

Expected Results:  
download and build
