So minor I hate to report it, but it may discourage newbies.
At the end of the ebuild.
It says to:
Execute "ebuild /var/db/pkg/mod_throttle-3.1.2-r1/mod_throttle-3.1.2-r1/mod_throttle-3.1.2-r1.ebuild config"

should read:
Execute "ebuild /var/db/pkg/net-www/mod_throttle-3.1.2-r1/mod_throttle-3.1.2-r1.ebuild config"
