This update makes the parsing of a configurationfile (default /etc/etc-updaterc,
included in the tarball) possible. This ensures that settings are not lost
during upgrade of etc-update.

Used M.Kennedy's /etc/etc-update.conf patch instead. Rest is applied (I hope :).
I also moved etc-update into its own dir in files; could you please send diffs
against that in the future ? (Btw, I opted use a slighly different
ChangeLog-format that emacs knows about).
