sys-apps/shadow-4.2.1-r1 fails because /bin isn't created in the image

Reproducible: Always

Steps to Reproduce:
1. emerge -u shadow
Actual Results:  
Merge fails when trying to move files into non-existent directory. 

Expected Results:  
/bin should be created before files are moved there

It is Prefix under android.

I'm affraid this needs to be re-visited at this point in time.
