The tarball only contains a doc/src/Makefile, so I guess we should execute make in that directory. In this, this issue looks very similar to bug 540986 which I just filed earlier, even though I don't know if the two packages are related in any way, or whether this is mere coincidence.

The upstream git reporitory contains a doc/Makefile, but its main task appears managing a virtual environment for sphinx, and I doubt we want that on Gentoo builds. Nevertheless, I filed https://github.com/psycopg/psycopg2/issues/291 for the fact that that Makefile is missing and the doc/README is inaccurate.

    dev-python/psycopg: Bump to 2.7.3.2 and many fixes
    
    Apply a couple patches. One for building documentation (634730) and
    another to avoid building against mxdatetime from the antiquated
    dev-python/egenix-mx-base (452028, 629430).
    
    This version knows how to parse the new PostgreSQL version scheme
    (625540).
