The upstream git repository for znc has switched to submodules, which are not properly handled by git-r2 but are properly handled by git-r3

Adding EGIT_HAS_SUBMODULES="true" to the ebuild does the job for me (including the updated systemwide-config patch from https://bugs.gentoo.org/show_bug.cgi?id=528774)

git-2 is supposed to be deprecated anyway.

With git-r3 the ebuild works without needing to specify EGIT_HAS_SUBMODULES at all.
