The URL provided in make.conf.example (in LiveCD Minimal Gentoo 2004.1) for the USE HOWTO is:
http://www.gentoo.org/doc/use-howto.html

that link redirects to:
http://www.gentoo.org/doc/en/use-howto.xml

which displays a 404 not found error.

As other languages as f.ex. Italian:
http://www.gentoo.org/doc/it/use-howto.xml

works, I am unsure of there should be a page there or not, but in any case, the link provided in make.conf.example should be updated to the correct page, and if it is the one with the 404 error, then the 404 error should be corrected.

on default install (per install guide)the file is located at:
/mnt/gentoo/etc/make.conf.example
