Dircporxy has moved to a new location and gotten a new developer team.

Fixed the URIs and added IUSE=""
Also changed keywords to ~, in case they've done something stupid when moving.

Diff of dircproxy-1.1.0.ebuild (against previous 1.0.5-r1 ebuild)

Realised there was an unstable version out as well, slapped together a new
ebuild for that, and just diffed it against the 1.0.5-r1 ebuild I had.

Posted here instead of making a new bug.
