Intel does not issue any non-commercial license for IPP libraries anymore.

Reproducible: Always

Steps to Reproduce:
1. Add "sci-libs/ipp Intel-SDP" and "dev-libs/intel-common Intel-SDP" to /etc/portage/package.license
2. emerge ipp
3. Go to http://software.intel.com/en-us/articles/non-commercial-software-development/
4. Cannot get license
Actual Results:  
 * License file not found!
 * Make sure you have recieved the an Intel license.
 * To receive a non-commercial license, you need to register at:
 * http://software.intel.com/en-us/articles/non-commercial-software-development/
 * Install the license file into /opt/intel/composerxe-2015_update1.1.133/licenses/
 * before proceeding with installation of intel-common-15.0.1.133

On the mentioned web site: "This site is under revision."

We need to see how that thing changes. Currently there is nothing I can do about it.
