My system wanted to re-emerge splashutils because the mng USE was removed, but it failed to build.

Reproducible: Always

Steps to Reproduce:
1. Emerge splashutils
Actual Results:  
 * ERROR: media-gfx/splashutils-1.5.4.4-r4::gentoo failed (compile phase):
 *   emake failed

Expected Results:  
Proper compilation and merge of splashutils.

Note that using the fixes from bug https://bugs.gentoo.org/show_bug.cgi?id=506124 also fixes this issue.

Try -r5 and report if this is still an issue
