Is it OK to stabilize =media-radio/xastir-2.0.6 ?
If so, please CC all arches which have stable keywords
for older versions of this package.

Package depends on app-accessibility/festival if USE="festival".

As stable festival-2.1 does not compile and the stable request for 2.1-r1 is long overdue (bug #510598) I fear the package is not ready for stabilization at the moment.

I handled them as we cannot keep stable tree broken for that packages much more time :/

As festival-2.1-r1 got stable for the arches in question we can continue with stabilization of xastir-2.0.6.
