I would like to try Plasma 5 but can not install it due to file conflict between its parts (baloo, kde-cli-tools, powerdevil just to name a few) and kde-apps/kde-l10n package. One more question is why do these plasma packages install localization files without declaring LINGUAS use flags?

Reproducible: Always

Steps to Reproduce:
1. emerge -1av kde-plasma/kde-cli-tools kde-apps/kde-l10n

Actual Results:  
file conflict in /usr/share/locale/

Please sync and try again with -r1 and add the output of emerge -pv kde-apps/kde-l10n

It is weird, that it only complains about the uk linguas, although you try to install de and ru, too.
