I just ran into this bug as well on ~amd64. I installed media-libs/libsdl2, and I was able to proceed with building guvcview so it appears to be a new depedency. Well, upstream offers us a choice: sdl1 or sdl2. I've decided to depend on sdl2 unconditionally, as sdl1 development ist stopped anyway.
