Proper use of festival-gaim requires mbrola, but mbrola isn't listed as such in the ebuild.

I believe the accessibility herd manages festival-gaim, as I have never touched it.

it doesn't require mbrola.  You can use whatever voice you want.  mbrola is required for the mbrola voices.
