Currently portage has quite old versions of app-emacs/ess-12.09 and app-emacs/ess-13.09 whilst the most recent version is 14.09.

Local bump seems to be working fine here.

Actual Results:  
Emerges app-emacs/ess-13.09

Expected Results:  
Be good to see this emerge app-emacs/ess-14.09
