This line needs to be added to files/04raspberrypi-userland

PKG_CONFIG_PATH='/opt/vc/lib/pkgconfig'

Also, #494076 needs to get addressed, its closure was incorrect. There are other pkgconfig files missing from the tarball, not just egl.pc
