hidapi fails to build against fox:1.7 in multilib env

Reproducible: Always

Steps to Reproduce:
1. USE="X abi_x86_32 abi_x86_64" emerge -av1 hidapi
2.checking for fox... configure: error: Package requirements (fox17) were not met:

No package 'fox17' found



fox is not multilib aware so building the testgui does't work for both abis
