Due to upstream changes to gcc/gcc.c, gcc-spec-env-r1.patch is no longer valid.

Everything seems to work fine when replacing gcc-spec-env-r1.patch with the above patch. The changes from gcc-spec-env-r1.patch are trivial, but required for the patch to apply.

respecting GCC_SPECS env var really only makes sense with the hardened builds which aren't supported in the snaps, so i've just dropped the patch
