kde-env sets up $KDEDIRS to be /usr

This really ought to be /usr:/usr/local or /usr/local:/usr

As it is now, kde-using apps installed in the local hierarchy are not able to find their icons or other resources.

Gentoo policy isn't to touch /usr/local, so if you want to install anything in there you'll need to edit that file by hand.
