atm [qt overlay]lxqt-base/lxqt-panel-0.8.0 depends on >=lxqt-base/libsysstat-0.2.0, no matter whether USE="sysstat" is set or not. Afaik it should only depend on >=lxqt-base/libsysstat-0.2.0 when the respective USE flag is set.
No matter what, right now the line 
  sysstat? ( >=lxqt-base/libsysstat-0.2.0 )
is superfluous, as the ebuild atm depends on >=lxqt-base/libsysstat-0.2.0 anyway.
