looking at http://www.openprinting.org/download/foomatic/ there is foomatic-db-4.0-20141027.tar.gz instead of foomatic-db-4.0-20141025.tar.gz (different date) so that will most probably be the cause

Is a download from origin necessary? 
A distfile mirror should have picked it up already.

sorry, you are right. i used bad mirror that does not have the file. switching to other mirror fixed the problem.
