Attempting to install this on some of my older systems results in the configure failure below

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables NCURSES_CFLAGS
and NCURSES_LIBS to avoid the need to call pkg-config.

The 5.7-r7 version of sys-libs/ncurses does not install pkg-config files.  According to the ChangeLog, those were added in ncurses 5.9 and higher.  For htop 1.0.3, you may want to update the dependency to force ncurses >= 5.9
