With systemd as init system, running binutils-config does not work when there is no openrc installed. /etc/init.d/functions.sh does not exist but is sourced.

Reproducible: Always

Steps to Reproduce:
1. install systemd, uninstall openrc
2. run binutils-config
Actual Results:  
binutils-config exits complaining about missing functions.sh

Expected Results:  
binutils-config should work...
