This package install `/usr/share/pkgconfig/iso-codes.pc' which sould be in `/usr/lib/pkgconfig'.

not sure if this was mentioned elsewhere, but FTR, /usr/share/pkgconfig/ is the arch-independent directory.  since iso-codes installs only arch-independent files (all the xml/json specs), /usr/share/pkgconfig/ is the correct location.
