wont emerge, with message

configure: error: cannot find the flags to link with Boost program_options

Just in case, i tried to
    emerge -C boost-build boost
and then retried.
This fails as well. The following were re-installed :

     Mon Sep 22 21:04:08 2014 >>> dev-util/boost-build-1.55.0
     Mon Sep 22 21:23:43 2014 >>> dev-libs/boost-1.55.0-r2


Reproducible: Always
