I think it's more accurate to say that mesa-progs now absoutely depend on glew, and not optionally.

mesa-progs 8.2.0 absolutely depends on glew, see configure.ac line 93

All of my use flags for this package are also not enabled (-egl -gles1 -gles2).

I did a search on upstream's repository. In their index.html for the 8.2 tag:

    You'll need glew version 1.5.4 or later and glut or freeglut (runtime
    libraries and header files).

Looking at their commit log... this seems to have been a dependency back in 2012 (commit c2ae57e483c0ab596bbbb386eed8ed7213654e4d). Comparing the output from 8.1 amd 8.2 compilation in Gentoo, I see that for 8.1 the configure step doesn't really run ./configure, while for 8.2 it does, which is where the emerge fails for me when it fails to find glew. From the sounds of it, we should just depend on glew (as suggested by upstream). Unless we're building an extra target that we shouldn't be building...

I've attached a modified ebuild that just depends on glew, regardless of which use flags are enabled for mesa-progs. I would feel more comfortable if someone could explain why emerging 8.1 and 8.2 differ in the configuration stage, though...
