sys-libs/glibc-2.3.2-r9 is compiled without locale support, which breaks internationalization support in almost every application.

Reproducible: Always
Steps to Reproduce:
1. install gentoo, amd64 flavour.
2. no locales.
3. sadness.



Expected Results:  
glibc should be compiled with locales support.

Last I checked, people were wondering how to turn off localization support, seeing as glibc's install phase builds those language files which take forever on slower machines.
