The www-misc/zoneminder-1.27.0 ebuild somehow gets a path wrong and installs the perl modules in /usr/usr/lib64/perl5/vendor_perl...

That's not a typo! There are two /usr's at the start of the path. In other words, within the /usr directory a duplicate /usr is created which contains a single lib64 directory, which contains a perl5 directory... and so on.

This only happens with zoneminder, manually installing anything else with perl modules results in the modules going to the right place.

Perl modules should be installed in /usr/lib64/perl5/vendor_perl/
