Bug 518638 – =dev-perl/XML-SAX-0.990.0 pkg_update_parser() finction installs .ini file not registered in portage database

During yesterday's perl update I've find the following issue:

# perl-cleaner --all
…
 * Finding left over modules and header

 * The following files remain. These were either installed by hand
 * or edited. This script cannot deal with them.

/usr/lib64/perl5/vendor_perl/5.16.3/XML/SAX/ParserDetails.ini


I've neither changed nor installed it by hand.
But this file is orphant:

Reading the ebuild showed that this config file is written by invoked at pkg_postinstall phase function pkg_update_parser() directly to live filesystem without registering it in portage's database.

grep showed, that this function is used in dev-perl/XML-LibXML, dev-perl/XML-SAX and dev-perl/XML-SAX-Expat packages (code of function is exactly the same).
So, to my mind it's declaration should be moved to perl-module eclass.

In my system for now I have installed only =dev-perl/XML-LibXML-2.1.400.
But at least this version aldeady don't install ini file.
So, pkg_update_parser() function should check results and at least echo warning message if no config written.
(dev-perl/XML-SAX-Expat at least =dev-perl/XML-SAX-Expat-0.500.0 also seems not to install ini file)
