This is because swift removed a the stable ruby libselinux ebuild and a new one has not been marked stable yet.

So, we need:

=sys-libs/libsepol-2.3
=sys-libs/libselinux-2.3

stable on: amd64, x86

(Alternative: Mask puppet in selinux profiles)

They're stable now. I had to wait for other dependencies that needed to be stabilized (multilib stuff) but that's done now.
