As usual, no talking here. If you have found a package failing to use >=gettext-0.19 open a new bug and make that one block this tracker bug.

All of these issues are fixed by the following upstream commit, which restores the old msgfmt behavior:

Please add this patch to portage.

Note that this change will be in gettext-0.19.1 (not released yet)

I would either backport the patch or hardmask 0.19.0 until 0.19.1 is released then

gettext-0.19.1 is now in the tree.

gettext-0.19 is stable now
