As with 351648 (https://bugs.gentoo.org/show_bug.cgi?id=351648) memtest86+ only needs to compile 32-bit code but not link to any 32-bit libraries.  GCC on !multilib can perform this with the only condition being that an empty /usr/include/gnu/stubs-32.h is present:

i've dropped the masks as not even the stubs file should be needed.  if you find that they are, then that's a diff bug, so please file a new one for it.
