The rpm is now located at 

https://downloads.citrix.com/akdlm/7010/ICAClient-12.1.0-0.i386.rpm?__gda__=1399011984_4f8b585eaa54a701023bd747de187e60&__dlmgda__=1399095460_3754b5a0592e7b64b791d1be5333db2b&fileExt=.rpm

As a temporary fix, I simply copy the file to /usr/portage/distfiles

It looks like they change their download location often enough, so would it be possible to host it on the Gentoo server?

The ebuild is fetch restricted.

So you need to download the package and place it in /usr/portage/distfiles anyway?

I believe there are legal restrictions. I'm not sure if it is possible to use 
/etc/portage/package.license
and get rid of the fetch restriction.

net-misc/icaclient-13.2.1.328635 asks for a tarball and its location has changed as well.  It was changed from:

http://www.citrix.com/downloads/citrix-receiver/linux/receiver-for-linux-1321.html

to:

https://www.citrix.com/downloads/citrix-receiver/legacy-receiver-for-linux/receiver-for-linux-1321.html

It points to https://www.citrix.com/downloads/citrix-receiver.html and I can find the version there
