When emerging git-annex without the USE flags webapp, quvi or tahoe, emerging fails, needing aeson. However, the aeson dependency is not specified in the .cabal file when none of these USE flags are used.

This bug is related to #495162.

Details:

When emerging git-annex using the following USE flags

[ebuild   R   ] dev-vcs/git-annex-5.20140306-r1  USE="assistant cryptohash inotify pairing production tdfa -android -androidsplice -dbus -dns -doc -ekg -feed -quvi* -s3 -tahoe -testsuite -webapp -webdav -xmpp"

the build fails with the following error:

Utility/Quvi.hs:15:8:

After manually emerging dev-haskell/aeson-0.6.2.1, building fails with the following error:

Utility/Quvi.hs:15:8:
    Could not find module `Data.Aeson'
    It is a member of the hidden package `aeson-0.6.2.1'.
    Perhaps you need to add `aeson' to the build-depends in your .cabal file.
    Use -v to see a list of the files searched for.



The aeson dependency (specified in /var/tmp/portage/dev-vcs/git-annex-5.20140306-r1/work/git-annex-5.20140306/git-annex.cabal) is only active if one of the flags Webapp, Quvi or Tahoe is used.

When adding the quvi USE flag, git-annex can be emerged.

It seems like the aeson dependency is needed even when the USE flags webapp, quvi or tahoe are not used. Maybe it should be added to the .cabal file for a wider range of flags.

Steps to Reproduce:
1. (Optional) Emerge dev-haskell/aeson-0.6.2.1.
2. Emerge git-annex-5.20140306-r1 without the USE flags webapp, quvi or tahoe.
Actual Results:  
Emerging fails and needs aeson.

Expected Results:  
The aeson dependency should be recognized.
