...and add /usr/libexec/crossdev to PATH

otherwise we hit weird build failures, because it interferes with multilib eclasses on autotools build systems in particular

no, it shouldn't.  crossdev creates toolchains that are readily usable with our without Gentoo.

i'm not entirely sure what you mean by "add it to PATH" ... if the wrappers are in /usr/bin or /usr/libexec/crossdev but both are in PATH, then the behavior is exactly the same.
