I've noticed that when I do an emerge installation of 7.4.2 or one of the prereleases for 7.4.2 that it doesn't install the INSTALL.gz file that helps you get started with setting up postgresql.  This could be bad for people who are installing postgresql for the first time and don't know how to get started.  I still need to reference the document sometimes.

Reproducible: Always
Steps to Reproduce:
1. emerge sync
2. USE="-java" ACCEPT_KEYWORDS="~x86" emerge postgresql
3. ls -l /usr/share/doc/postgresql-7.4.2/INSTALL.gz
4. or ACCEPT_KEYWORDS="~x86" equery files postgresql | grep INSTALL
 


Actual Results:  
There was no INSTALL.gz file in the docs directory.

Expected Results:  
There should be an INSTALL.gz file in the docs directory.

I'm setting the severity of this bug to major because it should be an easy fix
and it's a problem that could stand in the way of a lot of people completely
installing PostgreSQL.
