when generating rpms from ebuild command, it use the wrong apps to build it.

It use rpm instead of rpmbuild, but rpm doesn't accept -bb option.

Reproducible: Always
Steps to Reproduce:
1. ebuild /usr/portage/<some-cat>/<some-package>/<some-ebuild>  rpm

Actual Results:  
-bb option is unknow

Expected Results:  
the generated rpm
